    1 ChanServ should periodically check the chats of all currently streaming users, and store the current number of chatters for each.
    2 Then we can sort /streams/ by that number.
     1ChanServ writes the number of chatters in a channel to the database whenever anybody joins/parts/quits. This number can be used to sort /streams/.
