Option to disable streampage

Description

Have an option to disable the streampage from being marked as live by the aggregator, either by blanking the service username/showname or adding a binary field that the aggregator checks.

(In [308]) Aggregator ignores streams that aren't enabled and admin_enabled. StreamServ does as well. Fixes #39. Also fixed missing bold around description on !list.
